Lake-country ground
Annandale sits in hummocky moraine country, which is why there are so many lakes. Clearwater Lake and Pleasant Lake are right at the edge of town, with the Pleasant Lake public access a mile north on Highway 24, and East and West Lake Sylvia to the southwest are among the deepest lakes in Wright County. Between the lakes the ground is glacial till, and it bears load well. Along the shorelines it's a different story: steeper grades, sandier pockets, and a water table that sits close to the surface in spring.
For a lakeshore driveway or patio that means real base prep and grading that sends water away from the slab and away from the lake. For a walkout foundation it means we want to see the soil in the hole, because a footing that's fine on the upland side of a lot can need a different approach twenty feet closer to the water.

Lake homes drive the schedule here. Patios and stamped pool decks that step down toward the water, walkout foundations for new builds and rebuilds on shoreline lots, and driveways on slopes where drainage has to be designed rather than hoped for. Some of the lakeshore stock started as seasonal cabins, and when one gets rebuilt as a year-round home the foundation is the first thing that has to change.
In town, along Highway 24 where it runs through downtown as the main street, the work is more familiar: driveway and sidewalk replacement on older homes, garage slabs, and steps. MnDOT rebuilt Highway 55 through Annandale in 2025, so driveways that meet the state highway have to match the new curb line and go through MnDOT for the access permit.

Inside Annandale city limits, building permits come from the city, which uses a contracted building inspection service; new construction, additions, and sheds of 200 square feet or more all need one. The townships around Annandale split two ways. Southside Township and French Lake Township send you to Wright County Planning and Zoning in Buffalo. Corinna Township, which wraps the north and east side of town and borders Pleasant Lake and the south side of Clearwater Lake, issues its own permits at the Corinna Township Hall on Ireland Avenue NW and takes applications online.
Because so much of the Annandale market is shoreline, expect the permitting office to look at setbacks from the water and total impervious surface on the lot. We build that into the timeline instead of discovering it at inspection.

Who issues building permits around Annandale?

What extra rules apply to a patio or foundation on a lake lot?
Shoreland rules. The permitting office will check the setback from the ordinary high water level and how much of the lot is impervious surface once the new concrete is counted. On steep lots they may also want a grading or erosion plan. None of that is a problem if it's planned for at bid time.
How deep are frost footings in Annandale?
At least 42 inches below grade under the Minnesota Residential Code, which covers all of Wright County. On lakeshore walkouts we often go deeper on the uphill side to reach undisturbed soil. A detached patio or driveway doesn't need frost footings, but it needs a compacted base or it will heave.
Can you pour on a steep lakeshore lot?
Yes. We bring a pump truck when the mixer can't reach, form stepped footings where the grade drops, and set the slab pitch so water runs away from the house and the lake. Steep lots take more planning and a little more time, and we'd rather tell you that at the estimate than on pour day.
Do you do stamped pool decks in Annandale?
Yes, and they're a good fit for lake homes here. We pour the deck with the right slope for drainage, stamp and color it, and seal it, and we'll tell you honestly that the sealer needs to be reapplied every couple of years to hold up to Minnesota winters and wet feet.
